Cost Optimization module and role model updates

Cloud Advisor introduces a number of changes to the Cost Optimization module:

• It is now possible to select a policy for determining resource underload: Standard policy is based on average CPU values for the period and Conservative policy is based on maximum values.
• The accuracy of graphs has been increased and a graph of maximum CPU values has been added on the resource page.
• The ability to specify the discount provided by the cloud provider has been added to correctly calculate possible savings.
• A query displaying the size and approximate cost of all object storage buckets has been added to Insights.

Cloud Advisor also offers a new version of the role model. It allows new roles to be introduced to provide a granular distribution of rights within Cloud Advisor. In the new model, the Administrator role can be assigned to any number of users.
